What the two-year check involves
Victorian rental providers must arrange an electrical safety check of the rental property at least every two years. If no check has taken place in the two years before a renter moves in, the provider must arrange one as soon as possible. The check must be carried out by a licensed electrician and cover the property’s electrical installations, fixtures and fittings under section 4 of AS/NZS 3019.
That scope is broader than testing one switchboard or checking whether a safety switch trips. Energy Safe Victoria describes the check as including a basic visual inspection and a further visual inspection with limited testing. The report should identify which parts of the tenancy were checked, anything that could not be checked, the tests performed and any damage or safety issues found. Energy Safe Victoria
In Sunbury, rental properties include different layouts and ages of electrical installation. A check needs to assess the actual wiring, switchboard and fittings at the property, rather than assume that a newer appearance or a recent renovation means the whole installation has been verified.
Switchboards and safety switches are only part of the picture
A switchboard inspection can reveal missing covers, damage, outdated components or signs of overheating. The electrician also checks relevant wiring and fittings, which may include power points, lighting and fixed electrical equipment. A safety switch is designed to reduce the risk of electric shock by cutting power when it detects current leaking from a circuit. A circuit breaker has a different role: it protects wiring from excessive current.
A safety switch’s test button is useful for checking its mechanism, but pressing it does not amount to a full rental safety check. It does not assess every circuit, wiring connection or fitting in the premises. Likewise, a light working normally does not establish that its circuit and associated fittings have been inspected.
Victorian rental minimum standards require modern switchboards with circuit breakers and safety switches. Since 29 March 2023, power outlets and lighting circuits in rental premises must connect to both a switchboard-type circuit breaker and a switchboard-type residual current device. The required check can help identify where the installation needs attention, but a visual check alone cannot establish the condition of concealed wiring.
The inspection record should show what happened
A useful check record does more than state “passed” or “safe”. Consumer Affairs Victoria says it must include the electrician’s name and licence or registration number, the inspection date, the results, any repairs required and actions taken, plus a report prepared under section 2 of AS/NZS 3019. The rental provider must retain the latest record until the next check is recorded. A renter can request a copy in writing and must receive it within seven days of the provider receiving that request.
Energy Safe Victoria also says the report should identify the parts of the tenancy covered and any areas not covered, record the tests performed, and include repair recommendations where damage or safety issues are found. This detail matters when access was restricted, an appliance or fitting could not be assessed, or further work was recommended. A clear record lets the rental provider and renter see what was actually inspected and what remains unresolved.
A recommendation is not proof of a completed repair
An inspection can identify a defect and recommend work, but recording that recommendation does not show the repair has been completed. For example, a report may note a damaged outlet or a safety issue at the switchboard and advise repair. The follow-up record should then state what work was done and when. If further testing or assessment is needed after the repair, that outcome should also be documented.
This distinction matters because a routine inspection and electrical repair have different purposes. The inspection checks and records the condition of the installation within its scope. Repair work addresses a fault. Energy Safe Victoria advises that where a check finds electrical repairs are needed to make the property safe, the rental provider should engage a registered electrical contractor or a licensed electrician employed by one.
Rental providers should keep the inspection report alongside repair records so that outstanding recommendations can be tracked rather than treated as closed because they appear in an earlier report. Renters should report signs such as a burning smell, scorch marks, damaged fittings or repeated tripping promptly. These are issues to assess and address through the appropriate repair process, even if the scheduled two-year check is not yet due.

Yes. After assessing the appliance and identifying the fault, you will receive clear information about the recommended repair and expected costs. This helps customers make informed decisions before approving any work.
It helps to clear access around the appliance and make note of any error codes or unusual behaviour. If possible, have the appliance model number available as this can assist with diagnosing the issue faster. The technician will guide you through anything else needed when confirming the booking.
